The island inhabitants have already accepted incest and sex love with children, so I doubt that infant/toddler sex would seem strange to them, as long as it is voluntary. The great thing about a fantasy is that you can do what you want without rules.
At the birth, both mother and father will perform some act with the baby's genitals. The baby will drink some man's semen, some woman's juices, and some mother's milk.
Until age one, the baby will be encouraged to masturbate, be masturbated by parents and/or siblings, mutual masturbation with other babies, oral sex with parents/siblings,etc. All of this could be done individually or in island sponsored classes.
Why not celebrate youth. There's a new cable show called Tiaras and Toddlers where the "good Christian" parents teach their toddlers dances that would make a stripper envious. How about every June having a "demonstration of sexual skills" by all the kids age 0 and 1. Every July having a "talent contest" for all kids 2 and 3, and every August having a "beauty pageant" for all kids age 4 and 5.
I don't know if it would be at all necessary, but a weekly summer camp to learn new sexual skills for all kids age 6 until they enter the breeding program.
I thought Ted and Josh was an excellent presentation of a child and an adult sharing a sexual experience in a very natural and loving way. No 16 inch long penis, no whips or spanking, no forceful deep throating, in fact no force. When you change a baby's diaper, they will almost always giggle and laugh when you clean their genitals. Gee, do you think it's really possible for a baby to enjoy sex????

And would add Zach and lil Bart, as well, in terms of amazingly how well they relate to each other as father and newborn son on the beach (Incest Island 13). Delightfully refreshing and honest expression of love, in the context of fantasy, without constrainig rules.
