In March 1941, Wediess in consultation with the Reichskommissar Josef Terboven was ordered to implement a pilot Lebensborn program in Oslo but their effort became an excuse for the sexual degradation of the women involved. The program was eventually taken over and ultimately developed and bought under the control of Dr Karl Lutze in 1944. Under the auspices of this program and with Lutze's gift for organisation and strict adherence to Nazi racial ideology, 8,000 healthy children were born to Norwegian women by the end of the war. Thanks to Dr Lutze, Norway ranked second only to Germany in registered Aryan births during World War II.
