I really am an "expert" in my day job (expert with surveys and finding
info, that is). Here's some info on Federal sex surveys. I apologize
that it sounds like some putridly pontificating professor of perverse
psychology and psociology (which you should pronounce the way
Sylvester the Cat does), but then that's about what I am ...
The main thing about abstinence-only education is that it doesn't
affect the amount of sex teens engage in, even vaginal (the most
vanilla of vanilla) sex. Anyway, that's yesterday's news. It's been
known for a while.
[NOTE: also 'promise keepers,' those teens who make a commitment to not
engage in sex? Well, they do it about as much as everyone else]

Selected Health Measures: Men and Women 15-44 Years of Age, United
States, 2002," that was published by the National Center for Health
Statistics (NCHS), part of the U.S. Centers for Disease Control and
Prevention(CDC).
The report may be available on line. A lot of Federal agency documents
are (but I haven't looked).
George W will have had nothing to do with this. His people don't
approve of sex surveys, and agencies have to couch everything in
"public health" or "crime/safety" terms just to get funding from
Congress to carry them out. Since CDC (like the Census Bureau, etc.) is
staffed by highly-educated career civil servants who are much like
their university professor counterparts, they keep pushing to study
*everything*, and after a while they usually succeed.
Anyway, the main interesting findings (I think) are of (1) an increase
in proportion of teens who are having (hetero) oral sex, possibly, the
report's authors note, as a substitute for vaginal sex, and (2) the
sudden explosion in lesbian sex [NOTE: gladdening Oosh's heart ...]
Since oral is increasing, this could mean that kids are learning that
it's a good way to have sex and avoid pregnancy, and many claim it's
not sex at all (hah!, it's *very* good sex and a good way to avoid the
dreaded p-word; mmmm)

fooling around]
The percentage of American women with homosexual experiences has always
trailed the percentage of men. Typically, 3-4% of men and about 2% of
women would admit (in the better run surveys) to having had same-sex
encounters in the previous year. In the past several years the %'s have
become about equal. Now women *suddenly* far outpace men -- by roughly
double -- and about one woman in nine admits to having had such an
experience in her lifetime (maybe about 1-in-7 women in their 20s).
Oh, anal sex is up, too, but it isn't favored by very many people. And
they didn't ask about bdsm or other cool topics. I'm waiting for
something such as this:
