General Rules and Regulations for sex offenders
Part One
Preamble:
The purpose of sex offender correctional training is to fully impress
upon the offender the shameful and debased nature of his filthy criminal
lusts, and to train him in repentence, humility, docility, and
self-abasement. Every opportunity will be taken to punish the slightest
sign of disrespect or sexual actions, thoughts, interests, fantasies or
intentions on the prisoner's part.
It is of the utmost importance that no disobedience, willfullness,
sloth, insincerity, resentment be tolerated in the offender's conduct,
and that the prisoner freely accept his treatment, expressing shame,
disgust, and sincere repentence for his previous criminal sexual
inclinations.
Rules for the Maintenance of Routine Discipline:
Introduction:
The key to maintenance of discipline in the normal routine of
incarceration is the swift and firm application of summary punishment.
These punishments must be carried out as soon as the offender commits
the slightest infraction and the exact observance of proper procedure
must be maintained. Although these procedures will be burdensome and
time consuming at first, the sex offender must be inspired with awe and
terror of his Madam correction officers by being drilled as soon as
possible in immediate and exact obedience.
Postures employed in routine discipline:
Submission and Respectfulness Posture One:
The offender must kneel with his legs at least four inches past shoulder
width apart, his torso erect and hands intertwined behind his head, his
face respectfully bowed and eyes downcast at the floor
Submission and Respectfulness Posture Two:
The offender must kneel, press his chest to the floor, spread his legs
at least four inches past shoulder width apart, arch his back and expose
his genitals and anus by keeping his buttocks taut
Submission and Respectfulness Posture Three:
The offender must lie prostrate on the ground on his stomach, his arms
extended at his sides and face pressed against the floor.
Procedure for all summary punishments:
When informed of any infraction calling for summary punishment, the
offender must immediately assume submission and respectfulness posture
one, humbly kiss the floor, and beg for permission to speak as follows:
"Please Madam corrections officer, ma'am, may sex offender (insert
offender's serial number here) have permission to speak, ma'am." The
offender must then explain the infraction which he has committed,
express his shame and sincere repentence, and beg for the appropriate
punishment. Failure to properly identify the correct fault or any
insincerity or hesitation, as judged by the corrections officer, of
course, is sufficient cause for the entire procedure to be repeated
until properly performed and for the minimum recommended punishment to
be doubled for each inadequate performance.
When the corrections officer is satisfied that the offender has properly
identified and recognized the seriousness of the infraction and
apologized properly he should be instructed to assume submission and
respectfulness posture one, and the prisoner may be informed of the
punishment which the corrections officer deems appropriate to the
offence. The offender must then assume submission and respecftulness
posture two, kiss the ground, and beg the corrections officer to carry
out the punishment. Summary punishments do not require the summoning of
witnesses to mock the shame and enhance the degradation of the offender,
but if any females are present, the offender must perform the normal
ritual humiliation before each by assuming submission and respectfulness
posture two and creeping on his belly to the feet of each female in
turn, begging for the privilege of kissing her footwear, explaining the
crime for which he has been incarcerated, expressing his shame and
regret, and then explaining his latest infraction, the punishment to be
imposed by the corrections officer, and his own gratitude for being
cured of his destructive male aggression.
Prescribed summary punishments:
There are three grades of offence. All punishments are only minimum
guidelines and may be increased at the corrections officer's discretion
without warning
Grade 1: (failure to follow established protocol exactly)
Recommended punishments: 5 strokes of cat, strap, or belt on buttocks; 5
small plastic clothespins on penis including one on frenum and another
holding foreskin back; 5 drops of wax on penis including at least one on
the exposed glans with foreskin retracted; plucking of 5 pubic hairs
Note: The maintenance of authority is the purpose of all these
punishments, the corrections officer must feel free to punish the
offender at her own discretion whenever dissatisfied in any way with the
submissiveness of the offender. These are only the most common possible
infractions and the corrections officer must always punish not only
actual infractions but also attitudes which might give rise to future
infractions.
Sample offences:
€speaking without permission
€failing to address corrections officer as "Madam corrections officer,
ma'am."
€inadequate hygiene - body offending corrections officers with odours,
sweat, filth
€glancing (without sexual intent, leering or any obvious sign of
disrespect) at any portion of corrections officer's anatomy above the
knee
€failing to kneel immediately when corrections officer enters room
€failing to thank corrections officer following each application of
discipline
€momentary hesitation in performing any task ordered
€peevish, willful, or disrespectful attitude as betrayed by tone of
voice, facial expression, or corrections officer's personal intuition or
judgement
€flinching or moving to avoid correction
€failing to maintain proper position when being corrected
€relieving of bladder or bowels without permission, except at prescribed
time
€failure to maintain exact time-table for all daily activities
Grade 2: (aggressive, impertinent, or lustful behaviour without
intentional challenge to authority of corrections officer)
Recommended punishments: 5 strokes of cane on buttocks; 15 strokes of
cat, strap, or belt on buttocks, or upper back; 10 small plastic
clothespins on penis including one on frenum, at least two more on glans
and another holding foreskin back; 15 drops of wax on penis including at
least 3 on the exposed glans with foreskin retracted; plucking of 10
pubic hairs
Sample offences:
€speaking without permission involving swearing, bawdy or misogynistic
language
€looking at corrections officer with lustful intent
€looking at corrections officer in the face (unintentionally and without
any sign of disrespect)
€erection of penis under any circumstances, unless ordered by
corrections officer in preparation for ritual torture session
€unintentional ejaculation during course of ritual torture session
Grade 3: (direct disobedience or disrespect directed at corrections
officer)
Note: These punishments must be repeated until the corrections officer
is satisfied that the offender's resistance is broken. All these
offences demand that a prolonged ritual torture session be scheduled
after immediate summary punishment.
Recommended punishments: 10 strokes of cane on buttocks; 25 strokes of
cat, strap, or belt on buttocks, or upper back; 15 small plastic
clothespins on penis including one on frenum, at least two more on glans
and another holding foreskin back; 25 drops of wax on penis including at
least 5 on the exposed glans with foreskin retracted; plucking of 15
pubic hairs
Sample offences:
€insulting language towards corrections officer
€willful hesitation or refusal to carry out order
€looking at corrections officer in the face with impudent or leering
expression
€masturbation or ejaculation
€attempt to parry blow or impede application of discipline
€attempt to flee or avoid application of discipline
€deliberate infraction of any general rule of conduct
Guidelines for Routine Conduct of Prisoners
Preamble:
The successful breaking of the debauched male sexual predator requires
persistent discipline and total control. All daily activities under the
corrections officer's supervision must be carefully regulated,
monitored, and repeated until submission is immediate and automatic.
Rituals of degradation must be incorporated into daily activity and
every routine act of everyday life must be accompanied with rituals of
self-abasement and repentance.
Daily Routine to be Prescribed for Sex Offenders
Timetable for Sex Offenders
Preamble: The sex offender is responsible for following the set schedule
to the minute. Tardiness in carrying out any prescribed daily activity
is subject to summary punishment. Repeated infractions call for
additional days of punishment to be added to the sex offender's
prescribed schedule of re-education discipline ordeals, or for
specifically designed punishments.
For example, persistent tardiness in eating meals can be punished by
reducing the prisoner's rations to stale whole wheat bread, which is to
be served in a bowl into which the corrections officer is to urinate,
thoroughly soaking the bread - in private, of course, but within earshot
of the prisoner, who is to assume Respectfulness and Submission Posture
Three while he listens - the prisoner may then crawl in worm fashion to
the bowl where he will be expected to consume his meal without the use
of hands or cutlery. Any mess left in the bowl, on the floor or on his
face will of course be subject to summary punishment.
Delays in the prisoner's routine caused by summary punishments or any
other tasks imposed by Madam corrections officers, for whatever reason,
cannot be used in excusing failures to follow the proper timetable.
Timetable (Morning Schedule):
2400 hours to 0500 hours: Prisoner to sleep in bondage. For prisoners
in good standing, who have not been summarily punished in the last
month, the sex offender's bondage is to be limited to leather posture
collar, leather wrist cuffs fastened to collar by chain not to exceed
four to six inches, chain fastening collar to head of bed, not to exceed
eight inches in length, and leather ankle cuff fastened by chain not to
exceed eight inches in length to foot of bed. Prisoners who have
committed offences requiring summary punishment during the past month
must sleep on the floor with arms bound together with thumb cuffs, metal
handcuffs connected by chain of no greater length than two inches. and
leather arm straps at alternate elbow and wrist. The prisoner must wear
heavy metal leg cuffs around the ankles connected by a chain no more
than five and a half feet long to a heavy metal posture collar around
their neck. This chain must go through the bracket fixed into the wall
at a height of two feet, so that the prisoner must lie on his belly with
calves elevated in a hogtie position, or kneel with head resting on the
floor near the bracket, and cannot stand or move.
0500 hours: Prisoner awakened and released from bondage, he must clean,
disinfect, and store all bondage equipment.
0515 hours Prisoner is given 15 minutes in which he is allowed to
urinate and defecate. This must be done in a squatting position over a
stainless steel bedpan. The prisoner must place the full bed-pan by the
door of his cell and assume Respectfulness and Submission Posture One as
at any time Madam corrections officers are empowered to inspect the
prisoners' stool to ensure that no drugs or other contraband have been
ingested with a view to eventual smuggling and use. It is also after
this initial defecation phase that Madam corrections officers are
advised to perform full cavity searches on sex offenders. Observation
of an erection in the course of a full cavity search is of course
grounds for summary punishment.
Control of the prisoner's excretory functions, disgusting as this may be
for Madam corrections officers, remains one of the most effective means
of impressing upon the prisoner his lowly and degraded position and must
be insisted upon. In time the prisoner will train his excretory
functions to follow the prescribed timetable or he will suffer
continuous torment in retaining bladder control until the prescribed
time. Failure to relieve himself at the prescribed time may not be
pleaded in excuse should prisoner need to beg for an opportunity to do
so at his convenience later. Madam corrections officers may allow
prisoners to relieve themselves at times other than those specified,
should they so choose, provided the prisoner does not thereby interfere
with his prescribed routine or inconvenience the Madam corrections
officer unduly. Should involuntary urination or defecation result
summary punishment is mandatory, and all available Madam corrections
officers should be summoned to witness the punishment, to express their
disgust at the degradation of the sex offender, and to witness as the
offender cleans his mess. Should the Madam corrections officer suspect,
on any grounds, that the sex offender derive any sexual arousal from
this act, a summary interrogation is authorized.
0530 hours Prisoner is prescribed thirty minutes on the treadmill or in
continuous jogging under the supervision of Madam corrections officers,
who are authorized to use crop, whip, or cane whenever necessary to
maintain pace of exercise. Cardiovascular exercises are required which
are intended to reduce the bulk and muscle mass of sex offenders. All
weight training or anaerobic exercise intended to build muscle mass are
strictly prohibited and subject to summary punishment.
0600 hours Prisoner must eat prescribed breakfast rations. For all
meals the following ritual is prescribed. The prisoner will eat
kneeling on the floor. First he must assume Respectfulness and
Submission position one, and dutifully kiss the footwear of the Madam
corrections officer who serves him his meal, expressing his sincere
repentance for his disgusting male aggression and criminal sexual
behaviour, his reverence for females as superior creatures, and his
gratitude for being allowed the food he needs. All meals must be
consumed in their entirety with a cheerful expression and within the
fifteen minutes allotted for the purpose.
