                Part - 3

Startled out of its reverie when the base computer broke into its
thoughts, to remind it of the meeting that was to be held in 15 minutes,
Yo-naeK turned and then jetted to the exit, and then made its way
(surprisingly fast) down the five levels of water filled corridors to
conference room three.

Normally anything that needed discussion could have been handled
quicker, and in its opinion better thru the mind linkages, but in this
instance, and in other instances where important decisions were
required, the tradition among the Mo-aC was to hold a person to person
meeting.

So here they were now gathered in one room for the first time in many
years, as it noted its two assistants were waiting for it to arrive, as
well as the head of Space Sciences Nan-etiR and its two assistants, and
as well the military commander of the rather large military base, that
had been set up here even before the science divisions had been
established here.

Bo-kiluK who was at that moment being accompanied by its two
subcommanders, was the first to take its place on its pedestal, then it
was Nan-etiR's turn to assume its position upon its pedestal then it was
finally its turn to assume its post, which it did by using its anchoring
tendrils to affix itself to its designated spot of honor, facing its two
counterparts as the leader of its division.

The first to present its findings (as was the custom) was Nan-etiR, who
being the least senior of the three was by tradition the first to
proceed.

Basically what it presented was a rehash of the report it delivered some
ninety years ago, when after the last of the sublight probes sent out to
gather data about the scale of the problem confirmed what had been
previously summarized, that an area some 40 x 90 x167 thousand light
years had been so weakened by the use of antigravity weapons, that even
a moderate disturbance in this area of space would be more than enough
to unleash a TimeQuake that could well devastate half the galaxy!

Next to present its findings was the commander, who mercifully had more
recent and more interesting data to relate to them concerning the
Hu-Mans (as they called themselves).

Bo-kiluK then went on to introduce the findings of it intelligence
gathering efforts, which showed among other things intercepts (from the
primitive communication devices they used and thought to be unreadable)
concerning the progress of the Major Tribal States military in it
efforts to develop an antimatter weapon, and as well as their efforts to
develop a nuclear powered space vehicle to deliver them.

Also it then outlined a new conflict between the Hu-Man Tribal States,
which recently erupted in a place the Hu-Mans called Iran, which was
notable not for the curious banding together of of Tribal States in
order to kill each other which still fascinated them, but for the fact
that for the first time in many years of observation sixteen primitive
fission weapons had been detonated on that area of the planets largest
cities, the first such since the cities of Hiroshima and Nagasaki which
was to say the least a troubling development.

It then finished off its report with its recommendation that a recent
space probe, that had been launched by the Hu-Mans, and that was heading
for Pluto be partially disabled, as it would be interfering with the
production of a major mining operation now ongoing there that would not
be completed by the time of the probes arrival.

Then it was its turn to present its summary of current events, which it
did as it started from the time some five hundred years ago when the
last plague had triggered a scientific explosion among the Hu-Mans that
in its opinion, and that of its colleagues has now far outstripped their
capacity to sanely control.

Also it presented the most recent experiments that had been preformed on
the 27 colonies of cloned humans, that they had set up on NeTar-4 (which
simulated planet three closely), in order to observe to see if things
such as if this area of space had any effects on their behavior and so
on.

Then it was finished, which finally opened up the topic that had drawn
them together, namely what to do to arrest the Hu-Mans technological
development until their reasoning capacity caught up with their
technology.

Predictably Space Science remained mute (as it was outside its field)
which left it up between the Life Science and Military to propose
solutions!

Eventually it came down (after multiple proforma votes on proposals) to
its own solution, that got a unanimous vote of approval, which was based
on extensive and still ongoing experiments to see if the Hu-Mans
could/would one day be able to use the cybernetic mind linkages.

Basically what was going to be done was that a series of Self
Replicating Nano Viruses were going to be released into the planets
atmosphere, which would then attach themselves to the key brains centers
that dealt with communication.

In the case of the more unstable males, the final result would be to
allow the continuous open broadcast of all surface thoughts, and in the
case of the more stable females the change would result in the ability
to allow them to read any males thoughts that came within a hundred foot
radius of them.

The two great advantages in pursuing this course of action were that in
the short term the resulting confusion would arrest scientific progress
for decades, and in the longterm it was oped that it would bring more
stability to a society racked by constant warfare, which was it was
observed mostly perpetrated by the male!

Seeing no reason to delay now that it had formal approval, it instructed
its two assistants to oversee the projects immedeiate implimentation,
and to keep it informed of any problems,so with that now done it once
again made its way back to the observation bubble where it then spent
the next two days in contemplation as to whether it did the right thing.

some paragraphs.

Well it is as somehow three and a half paragraphs went missing on me and
I don't know how it happened!

So as a result I had to include a part three of prologue in order to fix
the problems caused by the missing text.]
