I've been meaning to submit at least one SSC story, but found myself oddly chicken. Not sure why. Anyway I'm hoping that that entering this old story (one of the first I ever posted to SSS) will break the spell and give me the cojones to get a new one in before the deadline. The character's age isn't specified in the text, but I picture her as a fifteen or sixteen-year-old. Thus the category.
The Sentence

The room is full of men in suits. They are not particularly interested in her but have a great deal of power over her immediate future. Several hours of waiting in the hallway have left her angry and bored, and it's written all over her face as she takes her seat before the committee. Case number 5703 - petty theft.
The chairman calls the others to order with a rap of his gavel. He flips open her file and reads the charges aloud. His bland monotone makes her want to scream. The starched-looking matrons on either side of her smirk and roll their eyes.
"...that on or about October 6 of this year, the defendant did knowingly and unlawfully squander State resources by engaging in masturbation. At least one half hour was spent in this manner, and as noted in regard to previous offenses the defendant appears to see nothing wrong with her selfish and antisocial conduct."
She doesn't understand why they bother with this charade of due process when the outcome is clear from the start. After the requisite lecture she'll be stripped and sent back to the dormitory to be punished in front of the others just like last time and the time before that. Big fucking deal. The strapping will hurt, but she knows the sight of it will inspire a whole new round of selfish and antisocial conduct among her peers. Thinking along these lines makes her wet, and she smiles a crooked smile as the chairman wraps up his case.
"As the standard penalty has proven ineffective with this subject, the chair hereby recommends a thirty day assessment period in our new occupational therapy program. It is our hope that she may be rehabilitated and one day become a productive citizen."
What?
"Are there any objections, gentlemen?"
Hell yes! She doesn't want to be rehabilitated, she wants to go home and take her punishment as usual. Afterwards she wants to compare marks and giggle with her fellow incorrigibles as they sneak cigarettes in the stairwell before bed.
One of the suits clears his throat, and she fervently hopes he has an objection. Isn't she a bad candidate for rehab? Isn't it expensive, and isn't she ungrateful to a tee? Instead he just mutters, "I second the recommendation, and motion that we adjourn for lunch." Nods all around.
The matrons step forward and gesture for her to rise. The sentence is read and she is hustled away without having said a word. Thirty days without Trina, without Grace, without any prospect of sweetness. Tears roll down her face as she steps aboard the transport to wherever she's going.

Chilling version of a world where self-sin is considered a crime against the state (for wasting state resources, of all things!). Having the punishment not be what the miscreant expected (or desired) was a nice twist.

An intriguing twist on judicial spankings, reminiscent in some ways of 1984. The notion that the ultimate punishment is not to be spanked has been used by various people, but this does it in a new way. The emotions of the central character are well conveyed, and it creates a good sense of atmosphere.
